When I turn the wheel all the to the left the is hitting inside the fender.

There are only a few things that can cause this. First, are the tires the original equipment size? If a larger tire has been installed, that can cause this type of issue. Second, the inner fender is plastic and held in with plastic clips. Make sure it is fully attached. Check and confirm that the clips are in place and fully attached. I attached a picture of the inner liner so you can see how it is attached.
