Tire locks up in drive or reverse

After having a low speed blow out my rim was stuck beat it off put on spare and tire locked.

Front or rear? Do you have rear disc brakes? Is it the original or proper spare wheel? Does that wheel skid when you try to drive the vehicle, or are you seeing it is locked up when trying to rotate it by hand when it is jacked up? Can you rotate the brake drum or rotor when the spare is removed?
