I had my tires rotated. I have a flapping noise on my front right tire. Can you help?

Were they new or used tires?
My first concern is a bad belt in the tire.
Are all the lugs tight? Loose lug nuts will do this.

The tires have 15000 miles on. I do not buy used tires.I had them rotated with my oil change last Friday.

Ok, then you have a bad tire. That is the only explanation for it.
Have them check the tires in the front.
