How to set the timing correctly

I replace the head I thought I was at top dead center when I pull the head off, but now the engine wont start. how do I get my timing back correct?

i am assuming this is a pickup this is for a 2.0 liter which is pictured. silent shaft must be aligned as well. see pictures.
