Timing on Subaru 2.5l DOHC

I replaced the timing belt while replacing the water pump. The belt had marks to match the crank and cam pulleys, installation went well but now the car wont start seemingly out of time. The pulleys and belt markings stayed in alignment when the tensioner was released. How do ensure proper timing and or position of cam and crank shaft.

IF THE KNOTCHES ON THE CAM GEARS MATCH THE TIMING MARKS ON THE BACKING PLATES AND THE CRANK NOTCH LINES UP WITH THETDC TIMING MARK, THE VALVE TIMING WILL BE CORRECT, CHECK THIS FIRST.
