I have done rings and bearings but the car does not have power.

If the engine is running, the timing must be okay. A lack of power can be the result of several things. Take a look through this link. It discusses may common causes why a vehicle may have low power.

If nothing there is helpful, check engine compression. That can help diagnose timing issues, low compression. I realize you replaced rings, but that does not mean there is a problem with the valves or a head gasket issue (even though it is new).

I have to apologize in advance. This vehicle is not offered in the US, so I have no technical information specific to it. However, they all work the same, so check out the link and compression if needed.
