timing chain setup

cannot find definitive setup on internet. when i put slots in back of cams parallel with head the way special tool holds cams and have engine positively on TDC. set my cam sprockets to what looks to me to be the markings on sprockets, then i hot wire starter to check vacuum at intake ports with the palm of my hand. i do have suction but i also have a slight blow back giving me no confidence to continue assembly.

Looking at the poor information on that engine I can see how it is an issue. I find only one source that even shows the timing chains and those are pictures!

It appears that you need to be sure which way the cams are rotated before you line up the slots. Then you install the chains and the guides and tension-er's one side at a time lining up the links with the marks on the block. Then once you have both chains on you pull the pins on the tension-er's, then use another special tool to apply torque to the VVT units as you tighten those to the cams. That may be the step that is causing your issue if you don't have that tool. It does not have any other info but if the VVTs are not tightened that way you could end up with a cam slightly out of position.
I would probably see if I could borrow the timing tools and verify everything is okay before I closed it up.
