Timing chain marks replacement?

I’m doing a complete rebuild on a 94 ranger 4.0 ohv. I’m trying to set the timing chain but I can’t get the cam and crank to line out at cam 6oclock and crank 12oclock tdc. When crank is at tdc I can’t get cam to line up so sprockets match 6/12. How do I fix this?

I don't understand so you cant move the crankshaft and camshaft into potion like they are stuck? If so you must remove the rocker arms because the valve are contacting the pistons. Here are the timing marks for clarification. Check out the images (below). Please let us know what happens.

Thank you that is exactly what I did, remove the rocker arms and that solved my issue.
