I replaced my water pump and the timing chain and now the motor won't spin what is it suppose to be timed to be aligned.

Yep, if the timing marks are off the engine will not crank (spin over). I would help confirm the issue by watching this video.

Here are the timing marks I would double check your work to see if they are aligned. You might need to remove the chain and reinstall it. Once the marks are moved they may not line up again. In other words if the engine is rotated the marks will be off no matter what. Please upload a short video in your response of the problem, so I can see what's going on.
