timing belt broken while city drive does not start

My friend Subaru Legacy have problem timing belt 2 days ago and replaced timing belt and all bearing , etc but it does not start ... {Parked 2 days outside average -20-30C} ,Now in warm place , But problem is starter motor just making funny noise , engine does not crank completely., So could you explain what can we do in this situation.. thank you

Damage could have been done to the valves when the belt broke. You need to make sure you have the marks on the gears lined up correctly.
