Compression caused the rear CAM to Move from dead center on its own when the timing belt was off?

Is it okay to turn the pulley clockwise to line up with the mark again?

You should be okay just turn the camshaft slowly and don't force it. Here are the timing marks in case you need them in the images below. Please let us know if you need anything else to get the problem fixed.
