Hi,
The code indicates there is an excessive variance between the camshaft position sensor (CMP) and the crankshaft position sensor (CKP). If the deviation between CKPS and CMPS is bigger than the threshold value, PCM sets DTC P0016.
To answer your question, yes, if the timing is a tooth-off, it could cause this. However, please understand there are other things. For example, if one of the sensors is faulty, there is an oil path that is clogged, and so on can cause the code. See pic below.

Other than the code, how does the engine run? Is it smooth or does it have a rough idle and other drivability issues?
