Timing Belt

Crank is lined up top dead center but the cam is not lined up, I have tried to turn the cam by it self but it turns just a 1/4 of a turn and it starts to get hard to turn. cam and crank would turn when the timing belt was on with no problem. How can I align the cam without bending a valve.

When the crankshaft is on top dead center, turn it 1/16 of a revolution this will make sure the pistons are down in their bore, then turn the camshaft to wear it needs to go and move the camshaft back.
