The tensioner should be adjusted to keep pressure on the timing belt, this is an art because if the belt is to tight it will whine when the engine is started, to loose and the belt will fail. I like to over tension the belt to give it a good stretch (engine not running) then loosen the belt and allow the spring in the tension do its job. The belt should twist about 1/4 when correct.
