Timing issue

We did timing water pump and thermostat. we put cams in time engine wont make a complete turn. afraid to start don't want to damage valves or worse.

From the description I would say that something isn't properly in time. The only way to make sure would be to take it apart and verify where the cams are before any damage happens. If you try to start it without checking it will very likely cause damage enough that you will need to remove the heads and repair them.
