Tie rod Bolt and nut spinning together.

The threaded bolt on the outer tie rod, that attaches to the wheel, spins when I turn the nut that is holding it. I have tried vice grips, but those only ended up rounding out the end of the bolt to where it just spins between the grips.

I am at a point where I think a plasma cutter is my only option left but I have never used one before and I do not know if I have the clearance to cut the bolt without damaging the machined aluminum it is attached to at the wheel.

Try using a die grinder to cut it to remove it instead of a plasma cutter you will probably have to buy a new tie rod as well as get it aligned.
