Throttle rev limiter and air intake

How do i stop my rev limiter and does air flow actuate the four wheel drive?

you cannot stop rev limiter only by someone who has a machine to reprogram ECM or if aftermarket has a modifier like one of the PCM modifiers. air flow does not actuate 42d it is done manually on yours. 1995 and 1996 have vacuum/electrical assisted solenoids on axle. See picture for yours.
