Your question: "I ha e a 97 Saturn sc2 it wouldn't crank I know sylanoid switch is bad but I tapped it crank right up but reved full throttle I replaced throttle position sensor tapped on starter it cranked right up and it still full throttle won't stop"

Take the throttle cable loose from throttle body and cruise, any change? See if throttle valve is closing all the way?

Clean throttle-body and idle air, see if it helps?

Like you said, sounds like you need to replace starter.
