With vehicle turn off the electric power remains feeding the Throttle body?

Sorry, the sound coming out from the throttle body is very low.it seems that the electric motor is unable to close the throttle body gate. But when I take off the battery negative wire, the gate gets closed.

Yes, this is to allows gas fumes to dissipate, I think it is normal but you can try a new part and see if it does the same thing.
