hi i bought a 2005 toyota corolla and when i picked up the car it keeps on revving when i press the clutch to change gear is that normal

Hi, my nephew cleaned the throttle body and it did not do anything. i don't know what to do next. if someone please help only had the car for several weeks and the garage keeps saying to me it's supposed to rev when i press the clutch to change gear.
