Can I take the thermostat and clean it with water?

Just run water from a sink on it to clean any debris and immediately install it back into the vehicle?

No, cleaning it does nothing. You already have it out and it would not make sense to not replace it with a new one. Whatever issue you had prior to removing it will be there after you install it if it was the thermostat.
