Starting system locked up after attempting to turn off anti-theft alarm

Theft alarm triggered by attempting to unlock door by standing outside and reaching inside car. In trying to stop the alarm various ignition related functions were turned off until the entire starting system has locked up:

Steering wheel.
Horn.
Ignition key switch.
Gear shift.
Dash board displays do not function.
Electric window door switches do not work.

I have tried to reset the theft alarm system by following the owner's manual instructions for the three stages with no success.

Frankly I find the three stages: Armed, theft alarm stage and disarmed stages confusing and do not know for sure which stage the car is in to start the rest, but guess it is in disarmed stage.

That doesn't sound like it is the anti-theft system with all of those issues but Kia does some strange things.

You say that various items were turned off, How was that done? Removing fuses or?
If by pulling fuses, did they get returned to the same spots?

First thing I would try would be to disconnect the battery. Then touch the two cables together to drain any residual power out of the system, wait about a minute with them connected and then try reconnecting the battery and see if the system resets.
