A low whining noise in the process of steering makes me believe that it's low on power steering fluid but I don't know where it's at.

GM REALLY HELPED OUT A WHOLE BUNCH!
WITH A FLASHLIGHT
LOOK BETWEEN THE ALTERNATOR AND THE FIREWALL
LOOK DOWN LOWER THAN THE BOTTOM OF THE ALTERNATOR, BUT CLOSER TO THE FIREWALL.
YOU SHOULD SEE A CAP WITH WRITING ON IT
A LONG OR MAYBE FLEXIBLE FUNNEL WILL BE YOUR FRIEND
