The car will not give any heat at all

We have change the stat. Flushed the sytem. And still nothing for heat. The preveuse owner stated the car has been like this when they bought it new and the garge can't figure it out eather

First look for a vacuum leak starting at engine and going into car. Then check items 8 &o to see if the accumaltor works and is getting vacuum and door works. It may not be opening Or the control is messed up and you need a new vacuum valve at control. Also check to see if you have a vacuum water valve on engine going to heater. If there is no vacuum there you willnot get heat or if it does then the valve is bad. See partial heater pic
