The AC will not turn on

Hello, our vehicle has the TIPM instead of a normal fuse panel. The AC will not turn on. I have already verified that is not low on the refrigerant and I even replace the transducer just to make sure it wasn't effective. If I manually energize the AC clutch it turns on and the AC gets cold. So I know if the compressor the AC clutch are working properly and it's not low on refrigerant. If I check the connectors coming from the harness I see 13 volts where the AC is turned on or off but it appears to be Phantom volts because if I connect a little light bulb it will not light even if I connect the positive side to the bulb and the other side to a ground even though it says it has 13 volts it doesn't appear it's really there. I know since this has a TIPM regular relays and fuses don't apply on the 2008 Liberty. I was told there is a wire I can ground out coming from one of the wires off the computer harness activate the TIPM turn the AC on. I'm not sure which wire that is. So at this point it's either possibly the TIPM, a bad ground somewhere, or the AC switch on the dash. But if there's a way I can temporarily bypass it to verify which one it is that would be great already saw some of the schematics on here which are a little confusing for me they do better with simple basic instructions like find this wire on this connector and ground it out and see that he's he turns on. Thanks for your help hopefully I can get to the bottom of this soon.

It sounds like the TIPM when out which is common and easy to replace because it self initializes. To be sure here is the air conditioner wiring diagrams so you can see how to works and where to test for power:

Is there a wire I can ground out to verify the TIPM is working? I get lost in schematics.

Not really, the TIPM is a micro computer which works by commands. The only thing you can do is verify no power is being outputted to the compressor from the module.
