The tensioner on the A/C drive belt is not working, what do I do?

I had an A/C drive belt break and when I went to replace it, the tensioner bolt did nothing. It doesn't loosen the tension pulley at all. Any ideas what I should do? I don't want to break anything beating on it but need to get the belt on.

Hi,

There is an adjusting bolt and a fixing nut. The nut is what prevents the tension from changing after adjustment by holding the adjuster tight. If you didn't loosen that nut, the adjuster won't move anything.

I attached a pic below. Highlighted the nut that needs to be loosened first. I have an arrow pointing at the adjuster.
