Temperature needle rises when parked?

I checked the fans, and both are working. Once you drive the temperature needle goes back to the middle where it should be. Is this a sign of a bad thermostat or water pump? Radiator was replaced a year ago.

This would be a water pump problem, here is how to change it out. Check out the images (below). Please let us know what happens.
