Temperature was always going up to one hundred but never gets to the max line

The temperature was always going up to one hundred, l check the top gaskets, they were still good, l replaced the thermostat with the housing, as l found out the seal could not be replaced.
But the temperature is still going between ninety and ninety five, or max one hundred. It does not get to the red line.
