The temperature hand goes to hot, but the car is not running hot.

What leads you to believe it is not running hot?

Is the coolant boiling in the surge tank?

No boiling in the surge tank at all.

It could still be overheating. Do not assume it is not because it could do internal engine damage.

Get someone to check it to verify. Better to be safe than sorry.
