Temp gauges

2003 TOYOTA CAMRY

When i start the engine the temperature gauge going to fast (in 2 minutes) at normal even if its cold outside, but never goes over heating. what is the problem?

it may be the temp sensor or if it has a switch that. or might may be a bad gauge as well but only going to normal i would rule that out. it is item 2 in pic you can check resistance of it see chart. left side is resistance in ohms.
