After only twenty minutes of driving the temperature gauge goes up to max

I have coolant in the system, the header tank is full.
The top hose leading into the radiator gets hot but the bottom hose is cold. the radiator fan doesn't come on when the gauge goes up.

We need to dig into the fan not coming on. If this doesn't come on then it will not cool the coolant in the radiator which will cause the engine to overheat.

Let's start with checking the relays and going from there. If the relays are ok, then we may just have a motor issue or even a PCM issue but we can get there if the relay doesn't fix it.

Also, you have two fans on this engine. One is for the cooling system and the other is for the AC system. So when you turn the AC on the fan on the right side of the radiator should come on. When you turn the AC on does this one come on?
