Loose tail pipe

When my car turns on its make this loud noise for five to ten seconds. They told me my tail pip under my car is loose is that something I can tighten or do I need to go a mechanic?

With the engine off, go back and gently kick the tailpipe hanging out under the vehicle and listen if you can hear the noise then. If so, crawl under there and have someone else gently kick the tailpipe while you try to pinpoint where the noise is coming from and what is loose or broken and how to fix it.
