Tail lights stay on/signal light freezes

While engine is off tail lights not the brake lights stay on. While the right turn signal is in use when you touch brakes signal light freezes on stops flashing.

It sounds like the turn signal flasher module is not working right. here is the location so you can change it out. Check out the diagrams (below). Please let us know what happens.
