When the Vehicle is started and while running the brake lights in the rear remain on at all times, once the car is parked and turned off, the rear tail lights go out when the car is locked. The third brake light across the trunk is cracked and inoperative, however, I'm thinking that is not part of the problem.

Hello,

It sounds like you have a fuse or BCM that is out lets start by checking the fuses # F18, f15 f16 and f4 here is a guide to get you started with the fuse and BCM location below as well and the wiring diagrams to help you see how the system works. If the fuses are okay the new BCM will need to be programmed in which will cost about $130.00 at a shop.
