2001 Suzuki Vitara air bag light on, no horn

My Tracker (Vitara) air bag light is on and the horn won't work. has anybody else seen this? Dealer thinks its the air bag module, my friend thinks it's the clock spring. Both expensive!

I would check the clockspring
