1988 Suzuki Samurai high initial cols start idle

1988 Suzuki Samurai 4 cyl Four Wheel Drive Manual 55k miles

initial cold start idle speed 3000 rpm as engine warms the idle speed comes down to normal, but the initial 2800-3000rpm is worrisome. I have cleaned the choke with spray cleaner and my mechanic says all the flaps-ports are working.
I have had the vehicle since new and the starting sequence use to be: cold start initial rpm about 1000 then increasing to 2000 as the engine warmed and then a drop back to normal.

Seems the fast idle is out of specs and here are the procedures for adjustment.
