2000 Suzuki Jimny speedometer stuck on very high speed

Speedomerer moves up to very high speeds and gets stuck there (160k) - even tho I never drive anywhere near those speeds (I live in Bermuda and speed limit is 35k). I also note a very low buzzing sound around the steering column. This has been going on for 2-3 months. The speedometer stays on 140 or 160 and the buzzing continues even after the car is shut off and key is removed from the ignition. At times sepeedometer will work and the buzzing sound stops. Any ideas?
We have had the battery repced but it has nto fixed the situation. I am concerned that the buzzing and stuck speedometer mean something is not shutting
