My car has the problem of high fuel consumption, it consume 1 litre of petrol per 5.4km when drive in town.

Performing a tune-up involves: checking the engine compression, ignition timing, adjusting the air/fuel mixture and curb idle speed, replacing the sparkplugs, wires, cap, rotor, air filter, fuel filter and the list goes on. My advise is to bring it in to an engine performance auto shop.
