Bad vibration in the steering

Replaced both times and tires. Lugs constantly becoming loose and has eventually started to break off studs. Suspension or wheels?

I need to know if this is 4wd or 2wd. Also, you replaced tires. What else was replaced? you indicated that " Replaced both times and tires." What is meant by times? If you could, let me know if there are any noises associated with the vibration or when driving, and if the wheels have been inspected for runout. Have you inspected wheel bearing or hub bearings? Is the problem always or only when brakes are applied?
