surge when take off from stop position

when accelerating from stop the car starts to surge, bunny hop, jerk ect. until the car is doing atleast 40-60 kmph no surging if you put your foot down so to speek at higher speeds, only surges when come to a complete stop or nearly stop and accelerate. have changed the fuel filter and is still surging

any misfire? any vacuum leaks? run a scan, check IAC and coils for tracking marks, consider servicing the injectors as well.
