2005 Subaru Outback Vent seems to not open.

When I set the switch to allow outside air in, it does not seem to operate. All I seem to get is hot air, even with the temp control on both sides turned all the way down. Is there something stuck closed? AC and heat work fine. Just no outside air.

sounds like you have a faulty switch/intake door actuator-motor/wiring fault

Fault :- Unable to switch suction vents
1 ...Air inlet select switch
2 ...Intake door actuator
3 ...Wire harness
