1999 Subaru Outback Speed sensor

I change the speed sensor on my outback and the speedometer still does not work all of the time. It works only when the transmission gets really warm if I have been driving for more than 20 minutes. Before I spend thousands on parts I would like to know if anyone can tell me how to fix it.

if speed sensor is good then the plastic gears in the back of the transmission are at fault for this problem.
