1996 Subaru Outback parking lights stay on with switch off

Can remove fuse 28 (20A) from fuse/relay box under hood and parking lights go out. Headlights work, tailights don't with this fuse removed.

there should be a switch on top of the steering column for the park lights. flip it the other way, and see what happens.
