subaru windshield wipers

I have a 1998 outback sport. 60000 miles When my windshield wipers are on, instead of reversing at the bottom they go all the way to the rest position be for they reverse. this causes them to "bang" at the bottom of the stroke. Why if you know?

check for voltage and ground at the motor. This will this will isolate the problem to the motor.
did you or someone replace the washer motor newly??
