cv axle

I noticed a slice in the cv boot on the front passenger side. Would this cause the steering wheel to bounce back and forth while idling and trying to turn the wheel or do i have another problem?

whats the make and model of the car with engine size and auto or manual?...... but no a cv shaft wont effect the cars performance unless the car is rolling....lemme know good luck :)
