brake system

I need help: My brake pedal keeps going to the floor everytime I apply them, I already replaced the master cylinder and booster and bled all the brakes many times, still have the problem of going to the floor, anybody out there that has a reason for this please answer, I will be happy with all the help I can get, it's holding up me getting an inspection. This is on a 1992 suburu legacy turbo car.

without the car running you the brake pedal should go down a bit but you should still have brakes. if the pedal srill goes down there is either a leak, air in the lines and master cylinder or the brakes need adjusting.
