1991 Other Subaru Models All "idiot lights" are on

I have a '91 Subaru Loyale, that just had a transmission swapped out by a questionalable (crooked) tech. I have corrected his mistakes except for 1 problem. All the dash warning lights are on. (slight flickering) they went out for a little while after I degreased the engine and tranny & pressure washed. I was thinking a loose ground. (the volt guage is reading 14V on the dash) just the warning lights are on. But checking the obvious grounds I find nothing.... Any ideas? (ALL idiot lights are on) Thanks.
