1985 Other Subaru Models Brakeing system no good

532,722 MILES • 4 CYL • 4WD • MANUAL

I apply emergency brake, both front dics brake O.K. but both rear drum brake not effect. Alreadly replacement both rear brake cylinder cup kit and brake shoes.
Pls advice.

Try doing a couple of reverse hard braking to set the brake adjuster/star wheel and adjust the E-brake cable at the equalizer
