Not starting in cold weather

My subaru runs good until it gets around 20 degrees outside then it turns over but it will not start I put dry gas in changed fuel filter I checked fuel pump pressure after installing fuel filter pressure around 50 and as soon as it warms up around 30 degrees or I put it in a warm place it starts up after about an hour could you please give me some ideas where to start looking to solve this problem thank you Harold

This is most likely a fuel issue. However, I suspect the fuel pressure that you have is not correct. Did you use a pressure gauge as shown in this guide?

The reason I ask is because that is high for this vehicle. The spec is attached below and with the regulator connected it should not be higher then 30 PSI.

If this pressure is correct then I suspect the regulator is the issue. It is located on the fuel rail so I would check the pressure with it hooked up and disconnected.
