1991 Subaru Loyale Won't start

Battery good, starter motor fairly new. Turn key and hear a buzzing but starter does not turn. Car will bump start just fine.

Solenoid, bad wires, some sort of "safety" cutout?

Turn key and hear a buzzing but starter does not turn. Sounds like the starter overrunning clutch is slipping-Get it load tested
